Notice of Public Hearing – Full Faith and Credit Loan for New Office Building

A Public Hearing will be held by Tualatin Soil and Water Conservation District’s (“Tualatin SWCD”) on August 11, 2026, at 5:45 p.m.

Public Hearing Purpose

THE PURPOSE of the hearing is to hear public comment on Tualatin SWCD’s proposal to secure a Full Faith and Credit Loan in a maximum principal amount not to exceed $23,500,000 (the “Note”) for the purpose of financing a portion of the costs of constructing an office building at 7965 NE Cherry Drive, Hillsboro, OR 97124 (the “Project”) and paying costs of issuance of the Note. Repayment of the Note will come from all lawfully available funds of Tualatin SWCD.

Tualatin SWCD is authorized to borrow money under Oregon Revised Statues 568.550(1)(f). Tualatin SWCD is preparing to break ground on the Project in Fall 2026. The Project includes a new headquarters facility for Tualatin SWCD, representing a long-term investment in Tualatin SWCD’s ability to serve Washington County residents through conservation, education, and community engagement. The Project will provide critical space for collaboration, hands-on programming, and public outreach. The purpose of the public hearing is to provide a reasonable opportunity for landowners to express their views, orally or in writing, regarding the Project and the uses and purposes of the loan proceeds. The hearing will be conducted in a manner that provides a reasonable opportunity for residents with differing views to be heard on the question of the authorization, execution and delivery of the loan.

Providing Public Comment

Tualatin SWCD encourages anyone wishing to submit public comments to do so in written format via email at lacey.townsend@tualatinswcd.org or by mail, at 7175 NE Evergreen Pkwy, Suite 400, Hillsboro, OR 97124, no later than August 10, 2026, one business day prior to the public hearing.

Any comments received prior to the public hearing will be shared with the Board of Directors and submitted to the record. Tualatin SWCD complied with the Americans with Disabilities Act.
